Job DescriptionTurner & Townsend is seeking an Estimate Engineer to deliver cost estimating & bench marking services to the organization.
The position also aims to actively promote standardization of cost estimation, improvements to tools, assurance of third-party estimates and the provision cost analysis.
The position is part of the Projects Services team sitting within the Production Operations Directorate.
The scope includes various infrastructure projects and Oil & Gas Plant Changes to ensure safe & sustainable start-up.
The Estimate Engineer will support the project in developing cost estimates for the portfolio of projects with a focus on development & training of local staff.
Cost Estimating responsibilities encompasses development of capital cost estimates, cost benchmarking, development & support of estimating tools, conducting peer reviews of cost estimates developed by others, ensuring adherence to estimating processes in support of on-site opportunities & projects.
Responsibilities:
Utilize AspenTech cost methodologies to translate the identified project scope and produce capital cost estimates.
Formulate and validate methodologies for deriving quantities from design parameters.
Perform scenario comparisons and uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project risks.
Collate and normalize historical cost data and produce benchmarks using internal / external data and agencies to support capital projects.
Deliver project close outs and data capture.
Develop Estimate Plan & Estimate Basis reports.
Review / update / assure estimates prepared internally or by third party contractors.
Assist in completing benchmarking workbooks and challenge Projects and external companies on outcomes of benchmarking exercises.
Collaborate / Coordinate very closely with internal organizations for estimation, benchmarking and other related cost estimating activities.
Actively contribute to development of bench marking and cost management tools and integrate with estimate tools.
Indirectly accountable the cost estimating of the project portfolio with an annual expenditure of circa $US 50 million.
Direct interface with key internal stakeholders, such as Development, Projects, C&P, Finance.
Qualifications Seasoned (10
years) Oil & Gas industry or Local Area construction experience in estimating.
An HSSE driven mindset Must be a self-starter, highly motivated with a proven track record.
