Subcontracts Cost Engineer

Project Overview: Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.   Position Responsibilities: Cost codes, provides budgets and approves subcontract commitments and invoices Provides cost analysis on subcontractor performance Maintains Cost & Commitment information within Ecosys and provides regular report out summaries Calculates value of work done (VOWD) for subcontracts Provides cashflow forecast of VOWD based on established rules of credit   General duties include: Develops quantity takeoffs for a discipline or specialty using defined documents or undefined scope assumptions. Verifies quantities provided by others. Develops and applies unit rates to quantity takeoffs and to otherwise developed quantities within a discipline or other specialty. Prepares specific budgets in accordance with prescribed standards and procedures. Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures. Independently provides financialreporting and trending, with oversight, for the Lead Cost Engineer.  Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts. Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application. Collects and classifies cost engineering data. Performs data analysis and development.   Job Knowledge:  Bachelor's Degree in Engineering, Finance, or Construction Management.  5+ years experience in construction and/or project controls disciplines.  Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.  Skilled in oral and written communication.  Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications currently used in Bechtel (Ecosys and Microsoft Office Applications, for example).  Knowledge of financialreporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).  Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. 214174

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
