Senior Cost Engineer

Requisition ID:  214797 Project Overview: Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.   Position Responsibilities: Candidate will be responsible for the quality and content of the Monthly Cost Report and Value of Work Done (VOWD) provided to the Client and will be their primary interface. Candidate will be responsible for the preparation of the Monthly Financials, Earned Revenue Calculation and analysis required for internal cost reporting including preparation of monthly Board package. Interfaces with designated management and client counterparts for specific cost presentations.   General Duties Include: Prepares specific budgets in accordance with prescribed standards and procedures. Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures. Monitoring monthly budgets and development of forecasts, including analyzing and reporting the weekly hours and costs; cost coding and tracking of actual invoiced costs and commitments, including producing the monthly cost and commitment reports.  Independently provides financial reporting and trending, with oversight Responsible for staffing graphs indicating budgeted, actual and forecast along with other graphs as needed Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts. Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application. Collects and classifies cost engineering data. Performs data analysis and development. Other duties may include input to the Weekly and Monthly Progress Reports on cost related issues and various cost analysis exercises.   Basic Qualifications: Bachelor's Degree in Engineering, Finance, or Construction Management. 5+ years' experience in construction and/or project controls disciplines. Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office. Skilled in oral and written communication. Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications currently used in Bechtel (Ecosys and Microsoft Office Applications, for example). Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data). Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
